Petitioner writes on behalf of several thousands of contractual agents and other non-permanent staff employed at the institutions of the European Union. He requests to improve the quality of fixed-term work by ensuring the application of the principle of non-discrimination and to establish a framework to prevent abuse arising from the use of successive fixed-term employment contracts. The petitioner wants to ensure that they have the same opportunity to secure permanent positions as other workers. Therefore, he suggests allowing contractual agents to take part in internal competitions only after having completed one year in the institution and no limitation of the total number of candidates who are members of the contract staff appointed to vacant posts of any of grades. The petitioner believes that present situation of non-permanent staff at the European institutions is a breach of EU principles banning discrimination and the EU’s Charter of Fundamental Rights.
