Petition Summary

The petitioner asks to vote against Article 11 and Article 13 of the draft Directive on Copyright in the Digital Single Market. In the petitioner’s opinion, Article 13 would require internet service providers to monitor and filter online communications on an ongoing basis, which is non-compliant with the Act on Provision of Services by Electronic Means. Pursuant to ECJ judgment C-70/10, filtering and monitoring of the communications might infringe the fundamental function of the internet, which is its impartiality. The petitioner also objects to adopting Article 11 on additional rights for press providers, which in his opinion would restrict citizens’ access to information and result in a reduction in the income of traditional press providers.
