Petition Summary

This petition seeks to broaden the scope of the fundamental rights recognised by the European Union to include access to the Internet and the information society. In the petitioner’s view, the Internet represents a great opportunity for developing active citizenship and citizens’ participation in political and institutional life, to make the experimental processes of e-democracy and e-government more widespread. In this regard, the petitioner proposes taking direct action in terms of the fundamental principles of the European Union by drawing up some fundamental objectives through the introduction of a new Article 3a of the Treaty on European Union. This article should formalise the importance of internet access as a vital tool for encouraging the development of the European digital economy based on online content and applications, in order to promote innovation and economic growth and to improve services for citizens and businesses. The aim of the recognition of the right to Internet access as one of the fundamental principles of the European Union should be to promote a digital single market and genuine interoperability among technology services.
